Energizing vs Empowering the EV Driver: Quantifying the impact of optimized Smart Charging flexibility in the public space

Local governments and municipalities are responsible for the development of Electric Vehicle (EV) charging infrastructure in the public space. In the program of demands (PVE) of Dutch published tenders, a minimum load requirement (MLR) is frequently presented. For Charge Point Operators, this demand results in a significant decrease of the available flexibility that may be utilized in Smart Charging policies. Moreover, the offering of a continuous charging rate is not necessarily beneficial to the EV user. In this seminar, a practical quantification of flexibility and its impact on smart charging is introduced. Through this quantification, the consequence of a MLR on Smart Charging potential is discussed as to discourage and discard a PVE from this restriction. Moreover, a Minimum Energy Requirement is proposed as alternative method to expedite the adoption of EV in the energy system.
